The unit
Oxfam Novib as an ‘Executing Affiliate’ (EA) is responsible for ensuring that country and cluster teams have effective and efficient operating platforms, systems, policies, processes, and capabilities to support our program work. The EA Global Business Support Unit brings together expertise in the fields of International Human Resources, Finance and Business Control, Security (Oxfam shared service), Supply and Logistics, Roving (program) management and Country Relations Management.
Job description & purpose of the role
- To provide leadership of the EA Global Business Support Operations and Service Delivery Team and oversee the contribution of the team in delivering business services to and oversight of countries and clusters in which Oxfam Novib is the EA in accordance with the Service Level Agreement.
- To partner with unit managers, country and cluster management teams, Affiliate EA teams and Oxfam international teams on functional areas of expertise and continuous improvement and harmonization of processes and services.
- Contributes to Oxfam Novib’s approach to harmonizing EA functions, systems, policies and procedures with other affiliates and Oxfam international through supporting the workstream priorities (to be determined) and transitioning of Oxfam Novib’s EA function as part of the Transformative Business Support change objectives and in line with agreed stage gate criteria.
- Advising management of country and cluster offices and units in The Hague on aspects and risks, as well as (joint) consolidation of monthly and quarterly reports, and multi-annual prognoses.
- To where appropriate coordinate roving assignments to Oxfam countries and clusters to ensure (continuity of) business operations and operational support of humanitarian responses.
Key responsibilities
- Provides (non-line management) leadership of the EA Global Business Support Operations and Service Delivery Team.
- Coordinates the Business Support and Oversight team development of policies, frameworks, products, and services in accordance with Service Level Agreements designed to ensure consistently high service performance. Ensures roll out and trainings in countries and clusters.
- Coordinates the delivery, either by the EA GBS Unit or in collaboration with other units or shared services, of timely, high quality, culturally responsive and context appropriate business support services to Oxfam Novib EA countries and clusters s in the fields of legal, human resources, security, supply and logistics, IT, institutional funding (grant management), financial planning and reporting, risk and assurance, program management and process systems and integrity.
- Coordinates the strategies of the different functions properly in place and implemented, identifies, documents, and proposes mitigating strategies for risks identified in countries, clusters and regions.
- Coordinates business and oversight support of humanitarian responses, ensures the feasibility of programmatic and humanitarian work
- Ensures profiling and representation of the EA Global Business Support Operations and Service Delivery Team (functions above) amongst Oxfam countries, clusters and regions.
- Partners with unit managers, country and cluster management teams, Affiliate EA teams and Oxfam international teams on functional areas of expertise, delivery and continuous improvement and harmonization of processes and services.
- Contributes to the quantification and monitoring of costs associated with provisioning of Oxfam Novib EA GBS with the aim of informing the development of Transforming Business Support change trajectory and as the basis for saving targets.
- Contributes to the execution of the Country Presence Review (country legacies, cluster development, categorized countries of RRR, influencing, full country program).
Who are we looking for?
- A University Degree in a relevant field or equivalent level through work experience relevant to the role.
- At least 6 years relevant experience in an international organization.
- You can clearly describe complex topics in memos for management and in communication and policy for internal and external stakeholders.
- You are work result- and customer-oriented.
- You have experience in coordinating budgets and you have financial and/or HR skills
- Management sensitivity and you are authoritative & binding at the same time.
- Excellent written and spoken communication skills in the English and ability to write in clear and concise language. You have strong persuasiveness.
- Adaptable, flexible, able to deal with a wide range of conflicting needs and demands.
- Innovative, solutions-orientated, and able to work in a changing work environment.
- Culturally sensitive and sensitive to conversations of decolonization and feminist principles.

- Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 10 with a salary range between € 3.320,- and € 5.109,- gross based on 36 hours a week.
