Oxfam in Algeria – Western Sahara Crises Programme
Oxfam has been active in Algeria’s Sahrawi refugee camps since 1975 following the eruption of the Western Sahara Crisis. The mission in the camps has been heavily focused on food security until 2016 as it transitioned from emergency aid to a combination of humanitarian (focusing on WASH and Food Security) and resilience interventions with policy and influencing work locally and globally.
A field office is established in the area of Tindouf (Southwest Algeria) to support the mission and our operations. Additionally, an administrative support office is established in Algiers to facilitate donor engagement and provide logistic support (procurement, travel, etc.).
JOB PURPOSE
The Humanitarian Programme Manager is a strategic and experienced hands-on leader who contributes to and implements Oxfam’s Global Strategy, by providing vision and strategic direction to all of Oxfam’s work in the Sahrawi refugee camps in Tindouf, Algeria. This includes Oxfam’s humanitarian responses, long term development Programme design and implementation, advocacy & policy, and influencing. Responsible and accountable for the strategic direction and effective management of the country Programming, ensuring development, continued improvement in quality and impact of Programmes and effective financial and human resource management in line with Oxfam Policy.
The representational role delegated to the HPM/CR is based on the Programmatic focus of the Algeria Programme/mission and both aligned and enabled by the Algeria structure and the larger North Africa Cluster structure.
The HPM/CR is line managed by the North Africa Director and is a key member of NA senior management team (SMT) which leads the NA strategic direction, guards Oxfam policies and compliance and provides all support needed to staff and partners. The postholder will be based in Rabouni/Tindouf with regular travels to Algiers and Tunis.
KEY RESPONSIBILITIES AND ACCOUTABILITIES
The Humanitarian Programme Manager/Country Representative is charged with the Oxfam representational role in Algeria, hence the following interconnected two components are key for the fulfillment of this role:
- Algeria Programme Leadership
Through working closely with, leading, mentoring and monitoring the two main Project leads (WASH and Food Security) responsible for the implementation of all relevant grants and projects in Algeria, NA subregional team, MENA colleagues and relevant Oxfam Partner Affiliates:
- Provide strategic leadership in the development, planning and implementation of the Programme operations for conflict affected people in Algeria’s Sahrawi Refugee Camps, as per Oxfam standards.
- Ensure a high quality, multi-sectoral approach, in line with key sectorial and internal standards, such as the CHS, Sphere and Oxfam’s humanitarian approach, with a strong focus on quality and accountability.
- Ensure the implementation of appropriate financial controls, supply plans and implementation plan (stock, cash, staff etc.) for the Algeria Programmes.
- Ensure the effective monitoring – through sufficient systematic systems – of the Algeria Programme implementation (and where relevant, of partners) to safeguard quality, transparency, compliance (internal and external) and appropriateness.
- Ensure the production and delivery of the reports on Algeria Programme and activities.
- Be accountable for all donor relations and contract management in country.
- Maintain and frequently update analysis of humanitarian and development situation.
- Work with the North Africa Director and the NA Head of Programmes & Partnerships and Algeria Programme teams to align Programme work in Algeria to the North Africa, MENA region, and Oxfam Global strategic priorities.
- Work closely with the North Africa Director and the Advocacy Lead to influence diverse internal/external target audiences in area/region of deployment with regard to humanitarian Programme.
- Support and work in coordination with the Regional Humanitarian Coordinator and Oxfam’s Global Humanitarian Team when an emergency arises for emergency Programme implementation and emergency preparedness.
- Contribute to and maximise use of the Knowledge networks to share strategic thinking and learning as part of the North African Leadership Team as well as within the Country Team to ensure that Programming builds on learning and is evidence based, innovative and agile in order to be able to respond to opportunities.
- Oxfam Representative – Algeria Mission
Through leading and working closely with the Algeria Management Team (CMT) and taking an active part in the North Africa Senior Management team (SMT), the relevant colleagues from MENA Platform, Oxfam International and the Oxfam Executive Affiliate (EA):
- Manage the Country Management Team (CMT) and guide them as key leaders, through change and transition, and into the successful leadership, motivation and management of the team in Algeria across Algiers and the Sahrawi Refugee Camps.
- Lead the overall Algeria operation, ensuring the sufficient management, adequate support and compliant implementation of all areas of work, including but not limited to staff, budgets, funding, safety and security, safeguarding… in line with national legislations, Oxfam principles & policies and donors requirements.
- Take the lead in representing Oxfam and the country Programme nationally and globally, through representing Oxfam to local and national government, donors, UN agencies (as appropriate), and maintaining Oxfam’s credibility & image.
- Maintain influential relationships and networks for effective change, both internally and externally, and be committed to maximising our influencing capability.
- Manage Oxfam in Algeria operational and security risks, including but not limited to the financial, staff safety, legal and overall mission security, and ensure the development and regular update of risks management plans and their effective implementation.
- Develop effective working relationships and maintain contact with authorities and other agencies and ensure that Oxfam complies with relevant legislation and that its activity is understood and publicized.
- Be accountable for ensuring that appropriate tools and technology are in place to allow a strong flow of positive and consistent Programme content to influence and communicate with internal audiences and external stakeholders including but not limited to government, media, donors, national and international nongovernmental sector, private sector and supporters.
- Work closely with the Funding and Programme Quality Coordinator in Algeria and the North Africa Funding & Compliance lead and in identifying potential sources of funding and lead the development of quality proposals together with the relevant team members.
- Prepare regular general situation reports and Programme updates to be shared with the NA Director, the NA HoPP, relevant MENA and PAs colleagues, and others.
- Actively contribute to the NA strategy development and implementation, take part in NA relevant meetings, events and workshops and provide support to the NA Director and SMT where and as agreed and needed.

JOB REQUIREMENTS
TECHNICAL SKILLS, EXPERIENCE & KNOWLEDGE
- Significant experience – minimum of 10 + years – in humanitarian and development work including senior management responsibilities, with proven record of effective and complex management in a humanitarian setting including managing budgets, staff and funding of the Programme.
- Proven ability to work independently, creatively, innovatively, and effectively with limited direct supervision.
- Excellent people and team management skills, with a good understanding of and contribution to team development skills.
- Commitment to humanitarian principles and action, and familiarity with the NGO/Red Cross Code of Conduct, the People in Aid Code. Knowledge of Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol) are an asset.
- Proven analytical skills and ability to think strategically for Programme design, and ability to implement the approach.
- Knowledge of and experience in promoting gender equity, and an active commitment to promoting the interests of marginalised people in all aspects of Oxfam work.
- Ability to influence and liaise effectively with key stakeholders, such as Government officials, local authorities, etc.
- Ability, and interest, to work in remote areas in the project and across the Programme.
- Ability to gain and apply knowledge of the statutory requirements of the country and local context.
- Previous experience in MENA, and/or solid knowledge and understanding of the North Africa and Algeria contexts is essential.
- Effective verbal and written communication skills, including high-level interpersonal and representational capabilities; fluency in written and spoken English and Arabic or Spanish is essential.
