Security Officer
The Hague, 40 hours per week

We are looking for an experienced humanitarian, who is focused on security risk management. Your aim is to support healthy, safe, and secure working conditions for colleagues traveling and working abroad in medium to highly insecure settings. You do so by using your risk management-based advisory and skills and your experience in field based, humanitarian security. You provide guidance and advise in critical situations as well as in the day to day organization, so that both staff and the organization are prepared to respond to the relevant risks.

Where are you going to work?
Your position is situated in the department for International Assistance based at the Headoffice in The Hague. You are a team of two; your colleague is the senior security officer. For day to day guidance you report to the senior security officer. The Head of the International Department is line manager for both of you.

What are your core tasks going to be?
You support with prevention, preparedness, mitigation, and critical incident guidance.
This is done for example by security briefings for delegates and travelers. Or by strengthening risk management and awareness in daily conversations with the managers. You are continuously in touch with country desks and managers of those who travel internationally from HQ. Conversations entail monitoring of risks in the field, trend analysis and forecast/scenario development. You could also be organising a training or an in-house simulation drill or scenario exercise. Overall, you ensure informed decision making and consent at all levels of the organization.

On an organisational level, you will be developing and maintaining tools, guidelines, and policies for security management. You work on updating country security plans with the country teams, you support security risk assessments (both at distance and in-field) and you advise on minimum security requirements. Together with your colleague, you make sure critical incident management plans, procedures, guidelines and tools are regularly updated.

In case of critical incidents, emergencies, training or field security assessments, you are able to travel at short notice and work irregular hours in stressful and often ambiguous conditions.

In addition, you actively participate in the Red Cross and Red Crescent Movement security network and other relevant forums.

What do you bring?

Skills and experience

  • You are a dynamic person with a strong understanding of humanitarian principles and Code of Conduct framework, and have a background in humanitarian security, risk management, law or social sciences.
  • You have a minimum of 4 years' experience working in risk management in complex and volatile humanitarian contexts.
  • You have a sound understanding of gender aspects in relation to security risk and management.
  • You speak and write fluently in English and Dutch. Being able to speak French is an asset.
  • You have experience with remote management, advising staff in the field from your HQ position

Please note that you should be able to work and reside in the Nea work and residence permit for the Netherlands is requirement.

The salary for this position falls within scale 11 as mentioned in the collective agreement, depending on experience, minimum of €3.869,44 and a maximum of € 5.031,20 (gross per month on the basis of full-time employment).  A fixed-term contract of one year with the prospect of extension.

Next to your monthly salary you will have a 'personal budget’ at your disposal, of 18,9% of your monthly gross salary. You can use it to withdraw a holiday allowance, extra holidays or an end of year bonus. There are also various additional conditions such as a pension scheme, travel allowance, and good opportunities for personal development. You will also have a laptop and mobile phone at your disposal.

Our office is in the Hague, walking distance from the Laan van NOI station. Like everyone else, you work activity based, partly from home and partly from the office. We regularly meet colleagues on the work floor but also online via Teams to discuss cross functional topics and to stay connected to each other and our networks.
