Job description and purpose of the role
The ICT Unit at Oxfam Novib is essential in ensuring secure access to information, enabling digital collaboration, and providing guidance on digital transformation across the organization. As we undergo a major transformation toward a modern Digital Landscape environment, the App Development & Operations Lead will be crucial in supporting this shift. This role will help guide the operational professionalization of our IT application services to better support Oxfam Novib’s evolving digital landscape.
In this position, you will be a key player in the ongoing improvement of our application services, working alongside IT leadership and cross-functional teams within our offices in The Hague and across our country offices worldwide. You will play a central role in enhancing our application landscape to ensure Oxfam Novib’s operations are future-ready.
Tasks
- Leadership & Team Management: Lead the Application Development & Operations team (5 FTEs), overseeing daily operations, sprint priorities, and performance reviews with the unit manager. Drive a collaborative team culture and assist in recruitment efforts.
- Stakeholder & Vendor Management: Act as a bridge between business units, end users, and the ICT department to ensure that business needs are effectively met. Identify trends, opportunities, and areas for improvement, and work proactively to address these to add strategic value. Manage vendor relationships, ensuring adherence to Service Level Agreements (SLAs), and drive supplier performance evaluations to ensure continuous improvement.
- Application Landscape & Service Optimization: Spearhead efforts to enhance and optimize the application landscape through continuous improvement of Oxfam Novib’s application landscape through process optimization, innovation, and automation. This includes maintaining and optimizing critical applications such as SAP, SuccessFactors, Salesforce, and Adobe Forms, ensuring optimal performance through regular updates, maintenance, and health checks.
- Change Management & Development: Collaborate with relevant decision-makers to manage changes to business applications, ensuring they evolve in line with organizational shifts. Develop and maintain functional roadmaps, ensuring the alignment of business application managers and the Business Intelligence team.
- DevOps Expertise: Take a hands-on role as a DevOps specialist, driving the improvement of applications, services, and business processes. This includes designing, testing, and maintaining business processes, analyzing existing applications for improvements, and ensuring the training of key users. Ensure documentation is up-to-date and that systems are regularly patched and upgraded.
- Contribution to Digital Transformation: Actively contribute to the ICT strategy, vision, and digital transformation roadmap. Help develop and implement innovative technological solutions, continuously working toward streamlining processes and achieving strategic business outcomes.
Who are we looking for?
- A bachelor’s or master’s degree in IT, Information Management, Business Administration, or a related field.
- At least 5 years of relevant experience in IT, application management, or software development, with a proven track record in IT transformations.
- Solid project management experience, including coordinating multidisciplinary teams and managing complex application development and operations within large organizations.
- Experience with Agile/Scrum methodologies (desirable) and a strong ability to work in an evolving, fast-paced environment.
- Proven ability to manage business-critical applications such as SAP, SuccessFactors, Salesforce, and others, ensuring they perform at their best through ongoing updates and maintenance.
- International experience and the ability to manage multicultural teams and stakeholders is a plus.
- Experience with financial and procurement systems such as SAP, Dynamics, Unit4, etc.
- Strong communication and analytical skills, with the ability to translate business needs into actionable digital solutions.
- Proactive, solution-oriented, and able to inspire and guide teams while maintaining a high level of accountability.
- Flexible and resilient, with the ability to thrive in a constantly changing environment.

- Oxfam Novib is committed to offer you a motivating work environment at our offices in The Hague. We offer a one-year contract from start (including a 1-month trial period), with the possibility to extend.
- Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 10 with a salary range between €3.625,- and €5.579,- gross depending on experience, based on 36 hours a week.
- We are currently working hybrid (50% in the office in The Hague and 50% at home).
