Dorcas Iraq is in a transition phase towards a stronger focus on climate adaptation programmes. Dorcas Iraq aims to empowering communities to adapt to the consequences of climate change, such as drought and desertification, extreme heat and water scarcity, so these communities can build a resilient future with a healthy environment, food security and employment opportunities.

To achieve this, we are recruiting an experienced:

Country Director Iraq

Employment: 1.0 FTE
Duration: 1 year, with the possibility of renewal

Your position

The Country Director develops and implements the strategy of Dorcas in Iraq, including managing the transition of Dorcas Iraq towards more climate adaptation programmes. To ensure the strategy is executed successfully the Country Director manages the country team and, within the framework of an agreed Country Annual Plan, delivers an increasing number of high quality programs, successfully creates and capitalizes on fundraising opportunities, is responsible for strategic stakeholder management and sound financial management. Together with your team and with support from our International Office you are responsible for the long term and overall success of the programs in Iraq. As country director you will also focus on team management & development and quality control & evaluation. You report to the CEO at our International Office in the Netherlands.

The Country Director will be responsible for:

  • Representing Dorcas in Iraq.
  • Formulating, implementing and reviewing of the Country Strategic and Annual Plan, within the framework of the Dorcas strategy and policies.
  • Identifying, creating and capitalizing on institutional funding opportunities for further growth and expansion of the program portfolio in Iraq.
  • Maintaining and establishing successful strategic relations with embassies, national and international donors, INGOs, local government bodies, UN coordination structures, local organisations and other relevant stakeholders.
  • Achieving the funding objectives in the Country Strategic and Annual Plan, including the project portfolio and country office budget.
  • Ensuring high quality program design, project proposals, project implementation, monitoring, learning and evaluation.
  • Ensuring strong and outstanding collaborative relations with the Dorcas International Office.
  • Responsible for timely submission of correct and complete reports to all stakeholders, including donors according to their requirements.
  • Providing leadership to the team of Dorcas Focus on personal and team development. And create an environment of continuous learning.
  • Responsible for developing an organisational culture that reflects the values of Dorcas.

Your profile

This is an exceptional opportunity for an ambitious, entrepreneurial and high energy professional with significant experience in humanitarian aid and international development, to be part of a dynamic country organisation. Specific requirements include:

  • Master's degree in international development, Humanitarian Action or another relevant field.
  • Minimum of five years relevant working experience in senior (program) management in humanitarian aid and international development in an international context; experience in a transitional setting between relief and development is a plus
  • Proven track record in identifying, creating and capitalizing on institutional funding opportunities. Entrepreneurial mindset, ability to see business opportunities and act on it.
  • Excellent networking and interpersonal skills, demonstrated experience in building professional networks.
  • Experience with program, financial and operational management processes within an (I)NGO.
  • Experience with climate adaptation programmes
  • Experience building, leading and developing a growing team of staff with different backgrounds and expertise, empowering them to elevate their levels of responsibility, span-of-control and performance.
  • Strong communication skills, good active listening, negotiation and presentation skills.
  • Personal qualities of integrity, credibility, interpersonal and cross-cultural sensitivity.
  • Fluent in English and Arabic

You will be offered an initial 12-month contract. Depending on your performance and fit with the organisation and staff, the contract can be extended.
