Finance and Administration Officer

The Netherlands Institute for Multiparty Democracy (NIMD) works to promote peaceful, just and, inclusive democracy worldwide. To that end, and together with our global network, we work with the entire political sector in a country – from aspiring politicians to political leaders, and from the national to the local level. We promote dialogue, strengthen the capacities of political actors, and train young and established leaders in our Democracy Schools. Currently, we run programmes in around twenty countries in Africa, Latin America, Central and Southeast Asia, and the Middle-East.

NIMD’s Global Office is located in the political heart of the Netherlands in The Hague. Here an experienced and committed international staff of over 34 colleagues provides support to our global programming. Our working culture is informal and open, and encourages initiative, professionalism, and interaction. We strive to be the leading democracy network of political practitioners working to promote inclusive and accountable politics.

Our office in The Hague is composed of four teams: Programmes & Knowledge; Grants Management; Finance, Control & Support; and Positioning. We are currently looking for a Finance & Administration Officer to join the Finance, control and support  team.

Finance and Administration Officer

Based in The Hague

(32-38 hours/week)

The Finance & Administration Officer  is responsible for the NIMD’s Finance and financial administration. This applies to both the head office in the Netherlands and the NIMD country offices. We are seeking a finance professional with a deep understanding of accounting, reporting and liaising with external auditors to manage our Department. You will play an essential role in streamlining (administrative) processes, increasing efficiency and ensuring strong communications and effective collaboration with the other teams, NIMD country offices and implementing partners.

Profile

You are a seasoned finance professional with a focus on accounting and reporting. You have an affinity with international relations and development cooperation. You feel comfortable working with people from different cultures and have concrete experience with dealing with diverse teams in a global context.

Main Tasks

Financial administration

Assesses whether the supplied data is complete and meets the internal and external guidelines so that it can be entered into the financial administrative system. Ensures that costs are allocated to the correct ledger accounts, programs and donors. Identifies problems and presents possible solutions to the Management Team (MT). Ensures that the required procedures are in place and up-to-date. Monitors the time registration process and the staff expense declarations. Can be standing in for the Administrator in case of his/her absence.

Control

Contributes to development of internal control procedures, makes a first analysis on provided data on correctness and completeness and informs the other financial staff on possible irregularities. To make sure all offices meet the internal standards, the finance officer takes part in the internal audit cycle. Collaborates with the Administrator, the Finance and Contract Specialists and the Financial Controller, and determines priorities and the division of duties in close cooperation with them.

Annual accounts

Contributes to the preparation of project reports by timely collecting and supplying the correct information to/from the country offices and the financial colleagues. Compiles draft overviews in respect of the annual accounts in collaboration with the Head of Finance, Control & Support and the external accountant. Processes the comments and remarks of the external accountant in respect of the annual accounts.

Financial information

Collects relevant financial data and verifies these for correctness and completeness. Motivates all parties involved to supply the required information correctly and provides simple and clear formats and procedures. Seeks solutions in collaboration with all parties involved should any issues arise in this process. Is responsible for the correct storage and filing of the financial information and contracts, both digitally and on paper. Ensures that this information is available to all employees that require access to it within the context of their work.

Quality control systems

Regularly verifies the completeness and correctness of the financial data in the project management system and the bookkeeping system. Identifies mistakes and solves these or provides the Head of Finance, Control & Support with advice. Is actively looking for improvements or applications to organize processes and procedures more efficiently.

Requirements

  • 5 years of relevant experience in accounting and bookkeeping based on the main tasks listed above.
  • Ability to prioritize, work well under pressure and capable of handling multiple tasks within tight deadlines.
  • Fluent in English and preferably Proficiency in any other NIMD language such as French, Arabic, or Spanish is beneficial.
  • Completed Bachelor’s / Master’s degree in finance and finance related disciplines.

Conditions

We offer a full-time position for 32-38 hours at our office in The Hague, initially for one year, with the intention to renew. Working partly from home is possible. You will work under the guidance of the Head of Finance, Control and Support.

NIMD offers a competitive remuneration package, including a personal pension scheme and health premium compensation.  The salary level corresponds to the Dutch Government salary framework (COA RIJK) for scale 10  (between EUR 3404,39 and EUR 5389,87 gross per month depending on experience based on 38 hours per week). In addition, NIMD offers a flexible and fun work environment with good secondary benefits, including an individual training budget, organization credit card, mobile phone, and an NS Business card to travel from and to work.
