Liliane Fonds fosters local ownership, where (networks of) local organisations are leading the project and programme design and implementation. Furthermore, Liliane Fonds has a strong commitment to organisational and network development as a way to enhance structural change and impact of its efforts. For our Programme Management team, we are looking for a:
Programme Officer
This is a paid function for 32 hours a week.

What will your job involve?
As a Programme Officer, you support the Programme Managers in their responsibility overseeing and developing (part of) the country and programme portfolio of Liliane Fonds. You further support the Programme Managers in ensuring the monitoring of implementation of projects and programmes is in line with agreed plans and budgets. In addition you contribute to institutional fundraising.
In supporting the Programme Managers, you facilitate the development of (multi-)annual plans and additional projects by partner organisations in the countries in your portfolio. You help coordinating the multidisciplinary input of colleagues, support the implementation and monitor and report timely and adequately on progress to the project owner and/or donor. Besides that, you also facilitate contract management and keep the project database up to date.
You share potential funding options with the Institutional Fundraising team and other relevant colleagues, facilitate input for the development of proposals from partner organisations and, if necessary, help write (part of) proposals.
Supporting the Programme Managers in being the country focal point, you participate in meetings within the team, department and organisation and discuss relevant developments regarding programmes in these countries. You provide relevant information to other people, teams and departments within the organisation and ensure that necessary information is obtained in a timely manner. Finally, you contribute to communication requests and to the positioning of Liliane Fonds in relevant networks, conferences, meetings, etc.
Who are you and what will you bring to the table?
You are proactive, have strong analytical skills, can reduce complex problems to their core and are able to arrive at substantiated opinions and judgments. Previous experience shows passion, enthusiasm and a drive for issues related to empowerment and emancipation of marginalised groups.
- Master degree in a relevant area
- Knowledge about and preferably experience with programme management.
- Knowledge about or interest in organisational strengthening and network development.
- Several years of relevant work experience in the global south is an advantage.
- Communication skills in English and preferably French at a professional level and at least basic Dutch language skills (A2 level).
- You are residing in the Netherlands or in possession of a valid work permit to work in the European Union

You will receive a salary between € 3.045,- and € 4.560,- gross per month excluding indexation per 1 January 2025 (based on a full-time employment contract of 38 hours per week).
You will be appointed for until the end of year, with the prospect of an appointment for an indefinite period if both parties are satisfied and staff capacity is available.
